The role of the Observatories for Water Uses is to provide technical support to the Hydrographic District Authorities for the management of water resources, especially in drought and scarcity scenarios, facilitating the collection and dissemination of data, the development of forecasting scenarios and the identification of proactive measures for sustainable water use and impact mitigation.
Main Functions and Objectives. 1) Monitoring and Forecast Scenarios: collect, update and disseminate data on the availability and use of water resources, develop forecast scenarios and evaluate water severity levels. 2) Proactive Crisis Management: identify and implement actions necessary for the proactive management of drought and water scarcity situations, supporting the planning and activation of measures. 3) Planning Support: provide technical and fact-finding support for the development and implementation of district Water Management Plans (PGAs) and removal plans. 4) Coordination and Cooperation: strengthen cooperation and dialogue between competent bodies and stakeholders in the water sector. 5) Mitigation and Adaptation: propose and implement measures to mitigate the impacts of climate change and water scarcity, including any temporary limitations on the use of spurs. 6) Dissemination of Information: publish "Bulletins" and other reporting tools to inform administrations, stakeholders and the general public about the hydroclimatic and water situation of the District
