On March 30th 2023, the President of France, Emmanuel Macron, presented his "๐—ช๐—ฎ๐˜๐—ฒ๐—ฟ ๐—ฃ๐—น๐—ฎ๐—ป", intended to meet the challenges posed by climate change and guarantee access to quality water for all throughout the year.



The three main objectives of this plan are focused on :

1.  SOBRIETY: Organising water use sobriety for all actors

2.  AVAILABILITY: Optimizing the water resource availability

3.  QUALITY: Preserving water quality



Other guidelines to achieve the goals have been disclosed

-  Implement means to reach these ambitions

-  Be able to meet the best way drought crisis

-  Be able to keep commitments



The 53 measures presented respond to the different goals and points raised. The Water4All partnership was mentioned as an important tool under the heading "๐—œ๐—ป๐˜ƒ๐—ฒ๐˜€๐˜๐—ถ๐—ป๐—ด ๐—œ๐—ป ๐—ฅ๐—ฒ๐˜€๐—ฒ๐—ฎ๐—ฟ๐—ฐ๐—ต ๐—”๐—ป๐—ฑ ๐—œ๐—ป๐—ป๐—ผ๐˜ƒ๐—ฎ๐˜๐—ถ๐—ผ๐—ป", measure number 49:

โ€œThe major research programs on the water will contribute to projecting future developments and improving the tools for implementing an integrated water policy in their spatial planning in the era of climate change: OneWater priority research program and equipment, Water4All European partnership and research-action program Observation platform for urban projects and strategies - Territories.โ€



In an ecological planning logic, this plan allows engaging in a resilient and sober management of the resource to guarantee quality water for all and preserved ecosystems. The water plan will also improve the response to drought crises. This is a collective action plan that involves the State, local authorities, economic actors, associations and citizens.

The Water4All Partnership - Water Security for the Planet - is a funding programme for scientific research in freshwater. It aims to tackle water challenges to face climate change, help to achieve the United Nationsโ€™ Sustainable Development Goals and boost the EUโ€™s competitiveness and growth.

It is co-funded by the European Union within the frame of the Horizon Europe programme (a key funding programme for research and innovation). The Partnership duration is for seven years from 2022.

The Water4All objective is to enable water security at a large scale and in the long term. Its goal is also to tackle water issues in a holistic frame. 

All forms of life on earth need water. All human activities operate with this resource. Water is part of our everyday life. It is also integrated within urban and countryside landscapes. It is one of the most valuable elements we share with plants and animals.

These simple facts must be kept in mind to understand the Water4All ambition.

This resource is weakened in many places due to climate changes, and human habits. We know that we can improve the way we use water. Everyone has a role to play and especially the scientific research community.

Scientific research is the heart of the Partnership as It is a powerful tool to improve knowledge on preserving, restoring, and managing this essential resource. 

International cooperation is also needed as water has no borders on Earth and runs from one country to another.

Water4All brings together a broad and cohesive group of 90 partners from 33 countries in the European Union and beyond. This consortium gathers partners from the whole water Research, Development and Innovation (RDI) chain.
