The Executive Board is chaired by one of the Water4All Vice-Chairs.

The Executive Board will be composed of natural persons. Participants holding a vote in the Executive Board will be limited to the Chair, the Vice-Chairs, a representative of the Partnership Coordination Team, and a representative of each of the technical Pillars Leader or Co-Leader (Pillars A-E).

Additional natural persons are invited to the Executive Board without voting rights: the Partnership’s CEO, one EC representative, two additional Governing Board members mandated by the Governing Board, and one representative of the Water JPI.

Esther jointed the ANR in September 2020, where she has been coordinating activities for the preparation of the Water4All’s strategic research and innovation agenda.
Esther holds a PhD from the University of Cranfield (UK) and a MSc in Environmental Engineering from the University of Wageningen (The Netherlands). In addition to her hands-on experience in environmental research, she has ample expertise in EU agenda-setting and environmental policy. Her main areas of expertise are environmental
policy, social approaches in water resource management, and Decision Support Tools (DSTs).

She coordinates Water4All’s Pillar A activities and she is member of the Water4All’s Executive Board. Explain briefly your professional experience and your role in the Water4All Partnership.

I am delighted to be part of the Water4All community. It is the most ambitious water research and innovation programme ever launched by the Commission and Member States. It builds upon the experience and the knowledge generated in the past, and through its forward-looking vision, it will aim at coming up with new ways of thinking and water management practices that respond to society’s current and future water needs.

I am a project manager with experience in coordinating, monitoring and reporting of various water related R&I initiatives within EU framework programmes (JPIs, ERA-NETs, CSAs, Partnerships). Formas coordinates the Pillar C activities in Water4All Partnership together with ISPRA (Italy) to ensure effective communication between scientific and policy communities within and beyond Europe.

Andrea Rubini, Director of Operations at Water Europe, is a Water Resources Engineer with a long-term experience in the water sector, in climate change and related impact on urban, industrial and rural ecosystems. 

Andrea’s areas of expertise include:
Environmental and Water Resources Engineering; Water-Oriented Living Labs development; Program management; Development of inclusive models for innovations and technologies transfer and market up-take of innovative solutions; International Cooperation; Community capacity and development building.

The Water4All Partnership - Water Security for the Planet - is a funding programme for scientific research in freshwater. It aims to tackle water challenges to face climate change, help to achieve the United Nations’ Sustainable Development Goals and boost the EU’s competitiveness and growth.

It is co-funded by the European Union within the frame of the Horizon Europe programme (a key funding programme for research and innovation). The Partnership duration is for seven years from 2022.

The Water4All objective is to enable water security at a large scale and in the long term. Its goal is also to tackle water issues in a holistic frame. 

All forms of life on earth need water. All human activities operate with this resource. Water is part of our everyday life. It is also integrated within urban and countryside landscapes. It is one of the most valuable elements we share with plants and animals.

These simple facts must be kept in mind to understand the Water4All ambition.

This resource is weakened in many places due to climate changes, and human habits. We know that we can improve the way we use water. Everyone has a role to play and especially the scientific research community.

Scientific research is the heart of the Partnership as It is a powerful tool to improve knowledge on preserving, restoring, and managing this essential resource. 

International cooperation is also needed as water has no borders on Earth and runs from one country to another.

Water4All brings together a broad and cohesive group of 90 partners from 33 countries in the European Union and beyond. This consortium gathers partners from the whole water Research, Development and Innovation (RDI) chain.
